Fran Farina has been associated with De Lay & Laredo since 2003.  Ms. Farina is an experienced attorney, having been admitted to practice law in Florida (Bar #259497) and before the United States Supreme Court, Fifth, Ninth and Eleventh Circuit Courts of Appeal, U.S. District Court for the Southern District of Florida and Northern District of California.  Ms. Farina is a graduate of George Washington University, Washington D.C. (B.A., Major in History) and Nova University of Law School (J.D.) FL graduating in the top fifth of her class.

Ms. Farina is General Counsel to the Goleta Water District, has served as Faculty Panel Member, Continuing Legal Education International California Water Law Conference on the topic of "Groundwater Problems and Resolutions" and is an Adjunct Professor at Monterey College of Law.  Ms. Farina served four years as an elected director (one year as its Chair) for the Monterey Peninsula Water Management District (1991-1995), and as its appointed General Manager 2003 to 2004.
